THE FOLLOWING INFORMATION IS BASED ON THE MOST CURRENT DATA PROVIDED TO NOAA. - Today's
Activities: There was a general calm at the command center. Only NJ DEP rep on- scene,
besides CG and NOAA. No overflights today. Observations on the water near spill site
showed only light sheening along area. Plans for further investigation by water to check
oil conditions along the Kills. . 1000 RRT 2 conference call only attended by CG, EPA, DOI
and NOAA. No state representation. CG briefed the parties present on current status of
offloading operation approximately 30,000 barrels remain on board the Cibro Savannah. All
known leaking points have been repaired. Expect to complete offloading by Wed. or Thurs.
Still only operating during day light hours. SSC spoke about the status of the bird
migration in the area, noting that yesterday's overflight spotted approximately 10,000
waterfowl in Raritan Bay. . 1100 Contacted LSU about oil samples sent from the barge. The
two samples consisted of one from the #6 tank that was not affected by the fire fighting
operation and the #3 tank that was (has water and AFFF in hold). Results of analyses
indicate that the samples were identical. Both regular #2 diesel. No notable effect from
the fire. . 1115 Briefed Capt. Larrabee on the attempt to use a recovery enhancing
compound (Elastol) on the spilled oil in the first few days of the spill. As co-chair of
the NRT, Capt. Larrabee was interested in the way the RRT acted and the process of
decision-making. We spoke of the need to have more information available on products
which may aid in oil spill recovery and reduce effects on the environment. I was asked to
