Evening Report - 25 March 1996 - Monday -  - Pyrolysis product: - At the first cofferdam
the containment is still very effective. Oil removal from the dam continues at
approximately 120 gallons per day.  Contractor on scene estimates approximately 1060
gallons collected as of March 24. -  - The "V-shaped" interceptor trench excavated in the
lower slide area continues to collect water that is running off of the hill. Still, no oil
is collecting in the trench. The secondary containment berm has been constructed.  The
drainage pipe for this berm will be installed by tomorrow.  Hart Crowser has scheduled on
site conference with the manufacturer of impermeable liner to determine optimum
installation protocol. -  - Intertidal Area: - Hart Crowser provided Unified Command with
analytical results (volatiles, semivolatiles, metals and cyanides) from water samples
collected March 22. Samples analyzed included water leaching from tire chip fill
(background, water colledted in third cofferdam sump and immediately outside of the
containment area).  Data will be reviewed by NOAA, Coast Guard IH, WA DOE and WA DFW
tomorrow.  SSC, MSO and WA DFW personnel conducted joint assessment of
cofferdam/containment and intertidal areas. -  - Road Surface/Exclusion Zone: - The road
has not changed.  Smoke and vapors continue to emanate from the cracks. -  - Health and
Safety: - Health and safety concerns continue to be a major issue at this spill. Air
monitoring continues to be done near the workers. An updated Site Safety Plan covering the
entire site has been completed and approved by Unified Command.-  - Future plans: - SSC
and Thom Hooper of WA DFW will review sample results, how clean is clean for impacted
intertidal area and any additional sampling/monitoring needs.  Discussions will continue
on future tire chip fire remediation (potential for fire and explosion, fire suppression,
air pollution threat and monitoring needs, estimate of pyrolitic oil threat). -  - SSC
