Posting Date 1989-Aug-14

THE FOLLOWING INFORMATION IS BASED ON THE MOST CURRENT DATA PROVIDED TO NOAA. -
EVENING REPORT 8/14/89

VALDEZ: Snider continued surveillance overflight to Northwest Fishery District.
Robinson and Simecek-Beatty made overflight on CG H-3 Helicopter to Northwest
Fishery District to observe fishing vessels in the area and record any sheens
observed. The Research and Development Committee met last night to consider all
data gathered with respect to the Corexit 9580M2. After lengthy deliberations,
the Committee reached a decision not to recommend that the FOSC seek RRT
approval for interim broad-scale application of the chemical as part of the
response. In general the rationale for this decision was that the test programs
undertaken had not adequately demonstrated that removal and recovery efficiency
was sufficient to outweigh the possible adverse effects of the substance.

HOMER: (Wescott) Late meetings, no report available.

KODIAK: (Talbott, Field) Situation: All flights cancelled today due to fog.
The demboilization inspections have been rescheduled for Tuesday and Wednesday.
Talbott spent the day working with Exxon and USCG to iron out differences in the
information management process. Field continued to work with Dames and Moore on
the subsistence sampling project.

Plans for tomorrow: Continue demobilization inspections, weather permitting.
Prepare for FOSC and AFOSC visit on Wednesday.

SEWARD: (McGee) Situation: Mechanical cleanup continues. A MAC meeting was
held, Exxon reported that USCG had approved four temporary mooring sites in
Resurrection Bay to aid in the demobilization, equipment transfer and barge
holding area. Exxon also said that they plan to complete hot water/high pressure
flushing/washing at Morning Cove and Wildcat Cove and proceeded to Pony Cove on
NPS land and another area in the Pye Islands. Exxon further announced that a
bioremediation workshop was scheduled to explain the mechanical process. USCG
announced that several work orders had been approved and long burning would
commence in three days. USCG and ADEC overflew several areas in the Seward zone
and signed off Yalik Point, Quartz Bay, Surprise Bay and Chance Cove. The R MAC
meeting was held. The issue of bioremediation was discussed. NPS mentioned
that they require field data tests of bioremediation application in the Sound
before they can make a decision for application in the Kenai Fjords National
Park. Several work orders were approved. An archaeological site discussion
followed by monitoring recommendations was held.

Plans for tomorrow: NOAA/USCG plan overflights to areas in the Seward zone that
will commence bioremediation, demobilization and Type B treatment.
