THE FOLLOWING INFORMATION IS BASED ON THE MOST CURRENT DATA PROVIDED TO NOAA. -
VALDEZ Dale and Simecek-Beatty observed opening of fisheries in Whittier
Subdistrict, Esther Subdistrict, Northern District, and the Unakwik District. A
vessel discharging oil in Esther Passage was reported to MSO Valdez. No other
sheens were observed in the opened fishing districts. Galt and Michel performed
quantitative estimates of oiled shoreline at Pt. Helen and selected possible
set-aside sites for this winter's operation on Knight Island. Robinson
participated in a conference call with Senator Symanski and other Alaska
officials to discuss Exxon's winter operations plan and other issues.
KODIAK (Baxter) Situation Cleanup continues, with weather slowing work in some
areas. Surface vessel support may become a critical item as prospects of
abundant king crab harvest quotas entice vessels now contracted to EXXON to quit
and go fishing. Shoreline inspections continued today. At the shoreline
committee meeting, DEC requested that the committee's priorities letter (and all
other ISCC correspondence) contain a specific statement that DEC is the State
OSC and has a specific interest in all areas and decisions about this spill.
Support for this position was weak from the committe, so Baxter refused to
comply on the grounds that ADEC is clearly part of the ISCC, and that no other
agency or group of agencies had their role defined in such a way. DEC then asked
that this request be made part of the record. The Saturday shoreline meeting
will be devoted to a more detailed discussion of winter study needs, techniques,
and means for the Kodiak area.
Plans For Tomorrow Baxter may fly on shoreline inspection.
SEWARD (McGee) McGee is on a SCAT assignment.
HOMER (Wescott) Wescott prepared the shoreline committee's letter to Coast Guard
Commandant Yost detailing recommendations for cleanup in the Homer zone. The
letter was approved by the MAC and given to RADM Ciancaglini.
