Subject 12 Sep 89 Situation Report
Posting Date 1989-Sep-12

THE FOLLOWING INFORMATION IS BASED ON THE MOST CURRENT DATA PROVIDED TO NOAA. -
EVENING REPORT TUESDAY, SEPTEMBER 12TH VALDEZ:

Situation: Robinson returned to Valdez after touring outlying sites with VADM
Robbins. Operations continue to scale down in PWS. Only two scaled down
versions of the original six task forces are presently working on a limited
number of segments on Point Helen (Knight Island), Latouche Island and Elrington
Island. One Bioremediation Application Team is still operating, waiting to
bioremediate the final segments once physical treatment is completed.

KODIAK: (Talbott) Situation: Cleanup operations in the Kodiak zone are being
scaled down in order to meet the Sept 15th completion date. Field crews are
working on finishing areas that are being reviewed for demobilization and no new
work is being considered. VADM Robbins toured the zone yesterday and inspected
beaches on Shuyak and Afognak Islands and on the Alaska Peninsula. There was an
Emergency Services Committee (Kodiak's MAC) meeting at the completion of VADM
Robbins' tour and all agencies were able to discuss the anticipated winter
impacts and efforts. The demobilization effort remains in high gear and if the
weather remains cooperative all areas should be completed within 4 5 days. When
the field work and demobilization inspections are completed the efforts will be
shifted toward reviewing and organizing the "paper trail" to ensure that all
agencies are aware of the data that is available and that it will be accessible
with a minimum of effort. The Dames & Moore subsistence sampling program has
entered the third round and the party is working in the Middle Bay area of
Kodiak Island. John Lindsay is scheduled to arrive this evening to assist with
this effort. Flights / Beach Surveys: VADM Robbins toured the zone with John
Robinson, et al. on Monday and Talbott met with the party on Shuyak Island while
working with the Shuyak Island demobilization team. Two other demobilization
teams were in the field on Monday (Alaska Peninsula (K12) and Afognak Island
(K03) and four teams were in the field on Tuesday. Meetings: An ESC meeting
was held to review the state of the zone at the end of scheduled cleanup
operations and to allow the members to comment on the winter plan. Plans for
Tomorrow: An ISCC meeting is scheduled for 0830 and the weekly public meeting
will be held at 1000.

SEWARD: (McGee) Report for 9/11 - Situation: USCG submitted nine (9) sites for
demobilization at the MAC and RMAC meetings. Cleanup continues at Humpy Cove.
OVERFLIGHTS (McGee) Overflights were cancelled due to weather.

PLANS FOR TOMORROW Compile a list of critical habitats in Seward zone. The
information will be used to determine which segments should be revisited first
and what, if any, treatment should be undertaken prior to the return of bird and
wildlife. Also working on a interim winter 'contingency plan' for the Seward
zone in conjunction with the one put forth by EXXON.
